Following an amendment made by Senate Majority Leader Harry Reid, (D-NV), Senate Democrats on Monday secured the 60 votes needed to end debate and overcome another procedural hurdle on healthcare reform. Changes in the amendment included the elimination of the 5% tax on elective cosmetic surgery. The Reid amendment, however, called for a 10% tax on indoor tanning services.
